99.9 scrap? That sounds refined to me. And 38 Euro for how much, all amounts? I'll take 100 T oz. for 38 euro. I'll even fly over to pick it up in person.
this are palladium price for today , me personally I try to sell them one time pure melted scrap palladium and they don't wanna buy from me , they say they don't buy scrap palladium because they buy only investment palladium melted in ingots and bars by a professional juwerly with all characteristics about purity etc .

the price wich will buy the palladium this juwerly is calculated at the real spot price o palladium -10%
 
It is not unusual for a refiner to only pay about 90% of spot for small lots of scrap - whether relatively pure or not. Even if you melt down a hallmarked and registered bar, it still get less from the refiner.

If you can directly sell, you might get around 95 - 98% for a lot weighing several pounds.
