Hi guys. I have an old can of HCl, and these gooey lumps have formed in it. I wonder if that is normal with old HCl or if it is dissolved plastic. If anyone have experience with this, can i dissolve them by heating?

Whatever it is, it isn't pure hydrochloric acid any longer. The clumps are garbage and I would get rid of that acid or use it after filtering for non-critical applications. You have no idea what is dissolved in the acid or the strength any longer.

... I would keep the bottle though.

Yes of course. The bottle is mine. The HCl was in a plastic container, and when I poured it over in my bottle I noticed these lumps.
