Title says it all. How to reduce silver-plating copper when cementing silver?

Mixed-metal chloride solution. Copper drops silver, but quickly plates the copper and stops reaction.

Any suggestions?
 
Add an air bubbler to keep the solution moving around which should dislodge the silver chloride.

Mixed chloride? I guess you mean mixed nitrate solution?

I've seen this once, my copper turned into polished silver plate and nothing plated out. A few drops of nitric acid broke the surface and then the cement started to easily fall off when I shook the copper bar.
