Gold refining setup

I’m thinking of setting up a gold refinery in Dubai, my family’s traditional business is refining gold and silver in India. The only issue is how do I get raw gold from mines and other collectors without any kind of a scam.

Kind of obvious imo; Make attractive prices for buying lots, and your refinery will be flooded with eager customers.
Never pay upfront, but based on assay you perform.

But if your families business is refining gold, how do they get 'raw gold' without scams? Are you expanding the family business or starting new as "family of a refiner"?
Are you (planning on) refining only ore from mines or also karat gold and silver, pgm's, copper, maybe E-waste?
Why Dubai? Are taxes, personnel, materials and resources cheap there?

Well our business comprises of refining old gold jewellery collected by fellow jewellers. I’m actually planning to expand my family business. Planning on refining only gold ore Dore and karat gold. Choosing Dubai because of tax benefits, ease of doing business. I would like to know how much do refineries charge in Dubai?
