Safety Controls for Miller Chlorination Process

I have a client that is a large refinery that plans to install the Miller Chlorination Process. I was wondering what safety controls are normally used for this process. They plan to have 4 one-ton chlorine tanks for this process and I'm concerned about how to prevent exposure to the workers and public in the event of a leak. I realize the process itself uses a scrubber, I'm more concerned about how refinery's store and isolate the chlorine tanks and what emergency controls are used. Any information on this would be greatly appreciated. Currently, they plan to store them inside the building, which I think is a bad idea, however, a leak outside could be bad for the neighborhood as well. Not sure how to approach this. Thanks again.
 
Your client seems to be buying old technology, there are better,faster and safer methods now available for large scale refining.
 
Miller chlorination may or may not be the answer. It depends on quantity, feedstock purity, PM's present and final purity desired. Not something to be undertaken by someone with no practical experience. But yes chlorine storage outdoors, it is the law in most jurisdictions.
