I'd suggest yard sale. People here on the forum usually know what their scrap is worth, so finding a bargain here will be difficult. You're more likely to find material at a yard sale that you can buy below market value.

I haven't processed any silver through a cell yet.

Would the Cu content in Sterling be too high to run in a cell?

Not if you cement out the silver it will bring it roughly to 98-99% purity the cell brings it to three 9's fine

Yes if you run it directly, it will at least be on the high side.
Cement it and run it as Energyspan says.
