CAFRs are Comprehensive Annual Financial Reports. Every separate government entity has been required to generate one, each year, since 1946. One estimate says that there are a total of 86,000 government entities in the U.S. This includes federal, state, cities, counties, and many other things such as school districts. All have to generate a separate CAFR.
It seems that, since 1946, all these entities have been using their excess monies and other things like employee retirement funds and have been investing them in such things as the stock market. They are called institutional funds. It seems that their annual rate of return is about 14%. This high figure is probably due to the Fed creating market declines and, and, at the same time, these entities sell short. Also, they are very active in the derivative market.
As a result, these gov. entities own the majority of the wealth in this country. For example, gov. entities own about 82% of Microsoft stock. With that much stock, they are essentially the masters of MS. I have read that these entities, combined, have over 100 trillion $ in liguid assets. That is about 10 times the national debt. After 9 years of a 14% increase per year, they would have enough money to eliminate all taxes, give a huge rebate to each citizen, and still have enough left to keep investing and cover all the total budgets. Of course, this 9 years passed a long time ago.

Unlike all other so-called conspiracies that I can think of, there is absolute proof that this is happening. The CAFRs are like any other financial report. They give all the bottom lines, such as net worth. Burien's website tells how to go about getting copies through the freedom of information act.
This has nothing to do with budgets. Budgets involve the proposed spending. Often you'll hear one of these government entities cry when they are over budget. They'll say they need to raise taxes. This is all BS. In a way, budgets are used as subterfuges to mask their true wealth.
