I have actually seen deposits looking like that in reservoirs for an eductor vacuum setup. But the pump shown would not last in the chemical environment those reservoirs see. So my vote is rust.

Could you elaborate on why there would be gold on a sump pump?

If the pump was used to recirculate water on a shaker table it could be gold. Or it could be mud. But we could guess all day until the OP gives us more information.
