So KDHE got back to me in what would require me to get a permit to process ewaste.
If I process CRT monitors, "bulk" lithium batteries or use destructive means to process my ewaste.

I'm now waiting on some clarification on what "bulk" means to them and if using wire snips or a blade to remove components qualifies as "destructive".

They did say in the first response that the rule of thumb is "if you can put it back together it isn't destructive" and "one exception was damaging hard drives to make them unreadable is ok just not shredding them"
