Hello I am new to this site and I am looking for any kind information on regulations on refining like permits or lisc.

There are no federal regulations regards refining. They were all abandoned on Jan 1, 1975.
What you will face is local regulations and EPA. There are countless regulations regarding the disposal of the hazardous wastes that you will generate.
Many of the readers here have spent endless time coming up with great ways to minimize, or safely dispose of wastes. I suggest you do a great deal of reading before making any decisions.
I also recommend you get a copy of Hoke's book, so you will gain a little insight on the refining process. It won't discuss the processing of e scrap, but beyond that, it's pretty much the same game. You'll come to realize that if you know and understand Hoke, you can refine most anything that comes along.

I have spent some time reading up on this. I am always looking for more info I noticed you have a link to a book you recomend and I will read it. You seem to be verry informed on this subject and with alittle more reading, and the help from this site I think I have found a new hobbie, that should be alot of fun.
