I'm taking a chance here, but it seems it is made from pure "99%" Rhodium and have 8% in solution.
That is probably Rhodium sulfate, since it contains 4-6% Rhodium.
Maybe the Jewellers here may pitch in on this.

Yes is 99.00% . What do you think about it?is possible to use in jewellery? What is negative and positive about it ?
 
I'm confused on what you're asking about it. It's rhodium plating solution, which is almost exclusively used for plating jewelry. I don't think its made for anything else, but I could be wrong.
