Is silver coated on spoons or are they made of silver completely?

Thanks to everyone, figured out finding the Internet.
Labeled "90" and "45" this means on one spoon about 1/12 of 45 grams, (about 3.75 grams) of pure silver were applied.

Not quite. It means that on 12 spoons and 12 forks there should have been about 45 grams when they were new. The spoons should have a bit more silver on them than the forks because they have a slightly higher surface area. So it's closer to 1/24 of 45 grams per piece, so closer to 1.875 grams per piece, minus what has been lost to wear over the years.
