Is the actual amount of gold in 1/10 12K GF equal to 5%, or will it be less based on varying factors?
 
Most gold filled material has been manufactured to a greater or lesser degree and this marks the surfaces of the gold which will then will be polished, thus removing a certain amount of gold ,so rarely do you find exactly the amount of gold marked on gold-filled.
The only time I ever recovered virtually all as expected was years ago when I refined some gold filled sheet scrap that had been stamped but nothing else done to it.
 
If I had a 1 inch by 1 inch sheet of 10k 1/10 gold filled metal that weighed 10 grams... 1 gram of it would be 10k karated gold. .417 grams is pure gold. I think this is what you are asking.
