Any guesses on this wierd gelatinous circuit board?

Anybody familiar with these? It's has this wierd clear gelatinous covering over the board. Looks like maybe copper or silver. Not sure, but bonus points if you can guess what type of electronics it came from.

The wires are more likely to be silver than lead. Melting point of lead is too low, you couldn't attach it during manufacturing. My guess is that it is some sort of sensor chip, but really I have no idea.
 
great guess! It's from a Variable Frequency Drive. Yes those white things are silver colored. It almost looks like under the white colored and copper colored there is another layer of silver. Looks heavily plated. It's so cool might go into the museum.
 
High power electronics. I've seen this kind of circuit in a big UPS. Wires are aluminum and the substrate is most probably alumina (white ceramic).

On boards, I have never seen silver used for things like traces. In my experience, it just doesn't exist. Over time, silver would tend to migrate though the board material and cause partial shorts. Bonding wire is most always 99.99% gold (yellow) or aluminum (white) - never silver. I have heard of copper bonding wire but it's quite rare and I've never seen it. The white traces on boards are either tin or, on the older stuff, sometimes 60/40 tin/lead plate over the copper.
