Ah, yet another almost-certainly-smuggling-or-scam operation. They keep trying. Just like our old pal, the Nigerian Prince.

In Tanzania, a special export permit must be granted by the Commissioner for Minerals.

Explicitly:

• Export Permit: Export Permit for minerals or samples of mineralsis issued by the licensing authority stating, among others, name oflicence holder, licence number, type of minerals, net weight, valueof minerals to be exported, certification for payment of royalty, dateissued, validity of export permit and name of issuing officer.
• Export Permit for Minerals from Gem Trade Fair: Regulation 17 ofthe Mining (Mineral Trading) Regulations, 2010 permits non-residents toexport minerals obtained from a Gem Trade Fair in Tanzania after paymentof fees and royalty. In that case, an Export Permit for Minerals from GemTrade Fair is granted by the Commissioner for Minerals as per Form MTF 18.
• Certificate of Origin for Tanzanite Minerals: Regulation 18(1)of the Mining (Mineral Trading) Regulations, 2010 requires every ExportPermit for Tanzanite to be accompanied by a Certificate of Origin issuedby an authorized officer. The certificate of origin states, among others,name of licence holder, net weight and value of Tanzanite to be exported,date issued and name of issuing officer. d. Tanzania Kimberley ProcessCertificate: In the case of diamonds, every Export Permit for diamondshas to be accompanied by a Tanzania Kimberley Process Certificate grantedby the Kimberley Process authorized officer from the Tanzania KimberleyProcess Office under the Commissioner for Minerals.

The route the OP is suggesting is ILLEGAL. It literally took me SECONDS to find this on an Internet search of Tanzania's mineral trade laws.

Still my recommendation will be to sell to a refinery relatively close to you.
If your "product" can compete this will be the easiest, and it will not require all the arrangements for shipping such a product.
