i was thinking about sending my boards to this company Specialty Metals Smelters & Refiners in Connecticut.
are they good to deal with?
should i be aware of anything?

You really need to add some more info like how many pounds of boards.

they do have a minimum that they need and it is 3000 lbs.

if i keep gathering them for a couple more months, ill be there

they also do catalyic convertors the min is 450 each.

please excuse my ignorance, but was is a broker and what does a broker do and how do i get ahold of one?

Brokers do no processing of their own but exploit a knowledge gap and deeper pockets (make large contract minimums). They don't make the finished product.

Most are brokers in one way or another ...
