A hybrid circuit... it could be anything.
This is a way to make electronic modules. It is a small circuit board with discrete components mounted on it and most probably a couple of IC:s too. The base usually consists of white ceramics with screen printed silver paste for conductors. You have to break it apart to see what's under the protective coating.
