This is a large silver plated urn but the metal under the silver i believe is pewter ,it says made in england 1968,by manor ,the metal melts real easy and quick with propane but the outer plating dosent and resembles silver
 
Off hand, I can't think of anything that would dissolve the silver without dissolving the tin. Nitric would dissolve both and convert the tin to metastannic acid, a slimy solid which is very voluminous, to say the least. You would have a huge mess and would have great difficulty getting the silver.

I think what you basically have is contaminated tin. Sell it and go on to bigger and better things.
