Is there a way to remove the paint on the pop cans chemically or any other way

Nope,
Don't work that way.
You have to pay the deposit up front in Michigan.

Aluminum by the pound (alcoa) is the way to go.
I've never heard of stripping the paint off though.

I worked for Atlanta Motor Speedway for a few years and believe me, ... you can make money on aluminum cans.
