Me being my sceptic cynical self:
It costs 26 euro. Do you have the tester which costs 250 euro?
And most impotant: if only sold on ebay without proper instructions, do not buy it!!

Ask the manufacturer for a user manual. If its not available or only after you buy the product, don't buy it.
Smells like either a scam or a very simple measuring principle which is so easily copied, that they hold back the information.

I'm guessing the galvanic principle of two different metals in an electrolyte is used here.
