To get the accuracy required for Au at 0.99 fine or above you would calculate the Au content by difference using ICP-OES, ICP-MS, AA. Another method to use would gravimetric analysis. Instrumentation is not precise enough at that high of a level to measure purities. A refinery would more then likely use gravimetric procedure. The accuracy of any precious metal at .99 fine by ICP is + or - .1% absolute with a very good operator. You can also check ASTM method B 562 for a list of metals to run for the difference.
