Say one were to take the solder from scrap boards to make stannous chloride, but most of those contact points already have gold in them, So would it then do what it's supposed to do and just cause the whole batch to turn black?

If I'm following your post right..... with out an oxidizer (nitric acid...etc) the gold shouldn't dissolve and just stay as gold foil/flakes that can be filtered out with the other junk that was in the solder.

Your stannous might have a slight green tint from the copper, but I have found it works just fine.
