As far as welding, on the cheap two car battery's, jumper cables and some fence wire.
Auto alternators can be converted and or added to your vehicle, and car batteries
Your acetylene oxygen torch.
Other wise you can get good machines used, depending on the type of welding your planning on doing, and how much, research is necessary, on the machines you plan to get, plenty of used machines on the market, once you get one your stuck with it or your electrodes/rods are.
Trailer mounted portable machines with generators for power outages or remote locations are nice...
but as Jim pointed out this is not a welding forum.
