how can i make ammonium hydroxide for washing procedure?

ammonium hydroxide is just household ammonia.

Ammonium chloride (solid powder) and ammonium hydroxide (ammonia = liquid) are 2 completely different chemicals and are not interchangeable for the purpose of leaching silver chloride from gold powder. You need the liquid ammonia for this. However, if the material you dissolved contained no silver or, if your process was done properly and all the silver chloride was eliminated by filtration, you won't really need the ammonia.
