No, it might even be more dangerous than Chlorides since it is an Organic acid.
As long as you have dissolved metals(Copper) it is toxic.
in your other post to me you said silver don't dissolve in chloride does that mean hydrochloric acid and bleach won't dissolve the silver in something but will dissolve gold and PGM's?

HCl bleach or HCl Peroxide will not do much to Silver, but will dissolve foils and Gold powder.
Not good for solid metal though.
