Gold tab, flat IC black epoxy/fiber chips

These types of gold tab blk. epoxy topped chips sitting on green fiber .. What Would be the best/easiest way to process?? using what acid & or process...note some are broken, some are split clean from the green fiber backing...all have that solder connections hundreds on the fiber bottom..TIA...mike in ct
