How should I process these?

Hi,
These parts are plated on all side except the top which could be kovar or some form of steel alloy.
Do I cut off the top (no gold) and put in AP, do I need to break them up?

Can I put them in the way they are?

You need to remove the bottom plate and post another picture then better advise can be given.

It all depend on how many of them do you have. If only those pictured then maybe just toss them in AP bucket and forget about them for couple of weeks. If you have many many more then maybe cell and then after plating is stripped rinse them well and crush/cut/dismantle to see if there is something inside.
