Layered = Plated
I would expect the plating to be quite thin, probably from 4 to 8 millionths of an inch thick. Partial evidence for this is that they are using a clear coat to protect it from wearing through too quickly. Also, most cheapo jewelry is of that thickness. This would make its value from about 5 to 10 cents per square inch of gold plated surface area. Carefully measure some and see how many square inches there are per unit weight. Even if you did refine it, you would have to get rid of that acrylic clear coat first.
The "layered" sterling silver would really be worthless - if you're lucky, maybe 1.5 cents per square inch.
May be much more profitable to sell it on Ebay.
