I occasionally get this (ie a 404 forbidden) problem when attempting to access http://www.goldrefiningforum.com (and only http://www.goldrefiningforum.com). I suspect that GRF's service provider subscribes to one of the many services that pre-screen IP addresses of requests and blocks out traffic from sites that have been identified as sources of mass spammings, for example.
NO, I don't spam. My service provider allocates a different IP address at each login (instead of a permanent one) as the WWWeb has run out of unique IP addresses.
On the occasions I'm allocated one of these problem addresses I simply use a proxy. There are many sites offering use of free proxies - just google.
