Well ppm and milligrams has no direct relevance.
Neither do per cent and milligrams.

Milligram is one thousands of a gram and microgram is one millionth of a gram.

Per cent is parts per 100
Per mille is parts per 1000
and ppm is parts per million.

This can be sheep, apples, grams or what ever.

It is up to us to use the concepts correctly.
