What is this reddish brown substance?

I happen to meet a fine red-brown powder in recovering sometimes.
It can be found as a sub layer on some gold plated electronics like fingers, also (I think) it is the same metal or substance as on the back of some mirrors. Acutually I found it again on some silverware underneath the silver as a red brown layer.
Now I supposed that this was the nickellayer that is needed for the galvanisation process. It will not dissolve in HCl or in diluted or concentrated HNO3.
I am still not really certain what it is. It also fits Ag2CrO4 ( SIlverchromate) from the way it looks and the application (metalplating). https://en.wikipedia.org/wiki/Silver_chromate
Since Silverchromate is quite unhealthy I would like to know, if that could be the case or if it is some sort of nickel salt etc.

Can anyone tell me what it is and how to deal with it ?
 
If silver chromate - concentrated caustic will transform it to Ag2O, which in turn
can be dissolved by HNO3 and re-identfied as Ag by adding chromate to get tomato red again
