I’m a fan of bleach and HClI'm not entirely sure this is true.
Anyway it is not neccessary to use AR on foils.
HCl and any of the oxidizers Bleach, Peroxide or Chlorine will do.
And that without the issues if exess Nitric.

It is based on Cyanuric acid not Hypochlorite so it's in powder form.Stabilized or Unstablized Chlorine ?
I never do the scrap the way you are discussing or even on that scale but from a strictly chemical perspective less additives is better. So my vote would be unstabilized. Because any stabilizers are additives and we want just the chlorine!Stabilized or Unstablized Chlorine ?

Personally I stay away from the Hypochlorite since it is stabilized at high pH by usually Sodium Hydroxide.I use regular household bleach ( sodium hypochlorite ) and HCl I had used HCl and perioxide on my last run .
I thought there was a better product to use concerning the Bleach and HCl. I have seen the pool bleach container at Home Depot that why I asked to see if one was better than the other . ( Honestly I’m a little cheap every penny I can save goes to refining supplies or material ) one important lesson learned was , how high the pH was and how it affected the SMB drops . Still working on things and always appreciative
