I do not understand, and I will tell you something clear, as both powder and water put.

There is no exact way to make this but every formula I've seen uses water AND HCl. I've mixed it in different ways and it always works. Lately I've been using 1 gram and dissolving it in about 10ml of water plus 10ml of HCl. Since that's enough to make about 300 tests, you could use a lot less, in the same proportions, if you don't want to waste it. It definitely has a shelf life. Keep it sealed and out of the light and always test it on a gold chloride solution before using it to test an unknown. If the gold chloride solution doesn't test positive (purple or black) with the stannous, make up a fresh batch. Also, store the stannous chloride powder sealed and in the dark.
