They are two different levels of the site, both are valid addresses.
viewtopic.php?= will return a specific topic and post in a forum. The small letters f=41&t=5271&p=45030#p45030 indicate :
f=41 is the 41st forum (also known as Section) in the site database,
t=5271 is the 5271st topic (aka Thread),
p=45030#p45030 means to display post 45030 (aka Message);
whereas
viewforum.php?= will return specific section at the top level (also known as a forum). The small letters after the viewforum are used the same as above except the viewforum.php only accepts the 'f' parameter and ignores the others (ie t & p).
The point I was making is that the leading portion of the web address is what needs to be corrected with older internal site links that fail. Somehow you focused on the part that is variable and not on the part I was trying to emphasis, sorry I did not make this more clear in my previous post.
