I am starting a Gold Refining Plant and would like some guidance please:

I am aware of the basic principle and the process of Aqua Regia.

I am looking for some guidance on the best places to buy all the necessary Chemicals.

The following are what we require for Aqua Regia and Effluent Treatment Plant.

HYDROCHLORIC ACID
NITRIC ACID
SODIUM METABISULFITE
UREA
CAUSTIC SODA
ZINC POWDER
FILTER POWDER
STANEOUS CHLORIDE

Thank you all in advance for your assistance.

Welcome.
First of all you are starting in the wrong end.
To start a refinery you need all the permits in order.
This will require at least a business permit.
When these permits are secured (waste permits, discharge permits and so on), you need to aquire the equipment to process wht ever you are processing.
Then you should already have the permits to buy the chemicals you need.
Next we really do not use Urea, we use Sulfamic acid or better use the "correct" amount of Nitric.
For Gold refining there is no need for Sodium Hydroxide, nor Zinc powder.
Better get som Copper powder.
Stannous are made on site by Tin and HCl.

What is filter powder?

Why type material are you going to run? EWaste, karat gold, ores? It could help to narrow down what would work best for your situation.
