This is more of a question than an answer.
A plater doesn't think in troy anything.
Wouldn't this refer more to Amps, Volts, surface area, and perhaps time in the bath?
I would assume modern plating equipment is now computer controlled. Perhaps the numbers reference plating parameters of trial runs to give desired results.
